There are currently over 2,000 miles of connected paved trails in Florida, with plans for more than 4,000 in the coming years.

PRESIDENT
Ned Baier, AICP, a certified planner with more than 35 years of public- and private-sector urban planning experience, has made significant contributions to transportation planning in Florida and the southeast. With expertise in management, policy analysis, and public engagement, Ned has led initial planning for various multimodal projects, including the nationally recognized Pinellas Trail, the Tampa Cross Bay Ferry, the Bonita Estero Rail Trail, the John Yarbrough Linear Park trail extension, and a feasibility study for a SUN Trail project connecting downtown Fort Myers to the Caloosahatchee Riverfront and the Florida Gulf Coast Trail.
An Iowa State University alumnus, Ned brings his passion for cycling and urban planning to help develop and implement Florida's greenways and trails network, support the protection and expansion of the Florida Wildlife Corridor, and create a positive impact in the community. Ned has been board president of the Florida Greenways & Trails Foundation since 2023. During his tenure, he spearheaded the successful 2025 Florida Greenways & Trails Summit; increased fundraising and partnerships with agencies and organizations; and expanded the Florida Greenways & Trails Foundation Board.

VICE PRESIDENT
Kim DeLaney is the Strategic Development and Policy Director at the Treasure Coast Regional Planning Council in Southeast Florida. With over 20 years of experience, she specializes in land use, economics, transportation, and public outreach. Dr. DeLaney focuses on leveraging public investments for economic returns and promoting transit-oriented development and environmental enhancement. She played a key role in creating the Southeast Florida Regional Greenways and Trails network plan, supporting Florida's greenways and trails. She also led the development of regional waterways plans, evaluating transportation, land use, economic development, and recreational resources. Dr. DeLaney holds degrees from the University of Florida and Florida Atlantic University. She resides in Martin County, Florida, enjoying triathlon training and kayaking with her Welsh Corgi named Flash.

SECRETARY
Harold W. (Harry) Barley is a caregiver, investor, philanthropist, and volunteer extraordinaire. He joined the Florida Greenways & Trails Foundation Board after retiring from a 45-year career in the transportation industry. The first half of his career was planning, building, and operating the Metrorail system in the Washington metropolitan area; the second half was serving as the executive director of MetroPlan Orlando, the federally designated metropolitan planning organization for the Orlando metropolitan area. Harry was first attracted to the Florida Greenways & Trails Foundation as the concept for a Coast-to-Coast trail was being developed. This led to becoming a passionate supporter of the Florida Greenways & Trails Foundation’s vision for a statewide network of greenways and trails. Harry’s other volunteer activities focus on programs having to do with Alzheimer’s disease, faith-based foster care, and being a terrific grandfather.

TREASURER
Michael A. (Mike) Stephens is a Florida native and lifetime resident of Lake County. He holds a Bachelor of Business Administration degree from Stetson University and has worked in the financial services industry in Florida for over 38 years. Mike is currently the senior credit policy executive and senior vice president of United Southern Bank, a local community bank, and has been with them for the past 22 years helping clients with all their commercial banking needs.
Mike has been an unofficial bike trail advocate since elementary school, riding his bike to school daily in the 1970s. After enjoying several decades of competitive and recreational mountain biking, gravel biking, and trail riding, he helped form and became chairman of the Lake 100 Trails Committee and the Friends of Lake County Trails in 2019, advocating for regional paved multi-purpose trails within Lake County. He was awarded the Lake County special judges Community Service Award in 2022, the Florida Bicycle Association’s Trails Promoter of the Year Award in 2020, the Lake 100 Member of the Year award in 2023, and the Lake 100 President’s Award in 2020 for Leadership and Dedication to Trails in Lake County. Mike has also previously served on the Lake Sumter MPO Bicycle Pedestrian Advisory Committee and the Citizens Advisory Committee, as well as the Lake County Parks and Trails Advisory Board.
Mike has a long history of volunteering in his community, including being a 30+ year member of Umatilla Kiwanis and serving as an officer and board member of several local business and community organizations. He is a lifetime member of the Ocala Mountain Bike Association, volunteering for the Office of Greenways and Trails on the Cross Florida Greenway and the U.S. Forest Service on the Ocala National Forest. He was appointed by Governor Ron DeSantis to serve on the Florida Greenways and Trails Council in 2022 and is currently the chair of the council. He is also on the board of the Florida Greenways & Trails Foundation where he serves as the treasurer.
Mike has been married to his wife Carla for 34 years and they have two beautiful daughters that also enjoy cycling and mountain biking together. In addition to cycling around the Southeast, Mike and his family also enjoy camping, fishing, boating, and road trips.

BOARD MEMBER
Tim Baylie is the Parks, Recreation, and Culture Director in Volusia County. He has over 24 years of experience in constructing and managing parks and trails. He has played an active role in the development of the Coast-to-Coast Trail and the St. Johns River to Sea Loop. Tim is an active speaker on trail development and maintenance strategies at various organizations and to trail managers across the state. In 2019, Tim was awarded Trails Manager of the Year by the Florida Bicycle Association. He is a member of the Florida Recreation and Parks Association and is a certified Park and Recreation Professional through the National Recreation and Park Association. Tim received his undergraduate degree in business from the University of Florida and his Master’s in Business Administration from the University of Central Florida.

BOARD MEMBER
Alex is an environmental professional with a decade of experience in science communication, interdisciplinary education, and wildlife conservation. Her work, informed by her background in wildlife biology and environmental education, centers on collaborative conservation missions, immersive environmental education experiences, and multi-media production.
A seventh generation Floridian born and raised in Tampa, Alex got her start in conservation with the Florida Wildlife Corridor Foundation, serving as the first-ever expedition intern on the 2015 “The Forgotten Coast” trek and then subsequently helped manage and plan four other expeditions across the corridor.
Alex continued in impactful conservation storytelling as a field producer for the Emmy Award–winning Path of the Panther National Geographic project and film. Alex was an adjunct professor of environmental biology at Radford University from 2018 to 2020 and co-led anthrozoology studies as the assistant director for the Center for Animal-Human Relationships at the Virginia-Maryland College of Veterinary Medicine from 2018 to 2023.
Alex currently serves as the corridor connect director for the Florida Wildlife Corridor Foundation, leading planning, management, and execution the foundation’s collaboratively focused convenings, such as the semiannual Corridor Connect Summit.

BOARD MEMBER
Born in Boca Raton and raised in Nashville, Patty moved to Florida in 1984, eventually settling in Everglades City with her husband Steve. After a 17-year career as a Financial Advisor at Raymond James & Associates, she retired and immersed herself in historic and environmental preservation. Patty has held presidencies at various organizations, including Friends of the Museum of the Everglades and the Everglades Society for Historic Preservation. She continues to contribute to the Collier County MPO Bicycle/Pedestrian Committee and the East Coast Greenway Alliance, among others, dedicating her efforts to safeguarding South Florida's natural and historic heritage.

Charlie is a Professional Landscape Architect with over twenty years in the business and resides in Tallahassee. He finds joy in designing trails, but his passion is running on them as a user. He graduated from the University of Georgia and is actively involved with professional affiliations such as the American Society of Landscape Architects and Urban Land Institute.

BOARD MEMBER
Laura Kelley, retired executive transportation leader, shaped significant policies and managed Central Florida Expressway Authority's 125-mile expressway and $4 billion work plan as its first executive director. Her "Customer First" philosophy led to innovative services, including the Visitor Toll Pass Program and substantial toll discounts, enhancing safety and technology. Known for her prudent management, Kelley boosted CFX's financial health and held influential positions in various transportation boards. She's an alumna of Florida State University and currently advises on sustainable roadway electrification.

BOARD MEMBER
Brandyn is a professional wetland scientist and environmental consultant with more than 20 years of experience in the architecture, engineering, and construction industry. With a master’s degree in urban environmental management, Brandyn specializes in natural resource assessment and policy, GIS and mapping, permitting, and environmental planning for public and private development. His expertise spans energy development, transportation, utilities, parks and trails, and water resource infrastructure, where he has conducted wetland delineations, tree inventories, endangered species evaluations, floodplain modeling, ecological assessments, and planning studies, providing critical design guidance to engineering teams.
An avid outdoor sports enthusiast, Brandyn enjoys hiking, biking, skateboarding, paddling, hunting, and fishing — interests that fuel his passion for connecting people with nature and placemaking around active recreation. He resides in the Tampa Bay area with his wife and four children, where he is dedicated to balancing conservation and responsible development to create more sustainable, accessible outdoor spaces for communities.

BOARD MEMBER
Kelly Morphy is the executive director of the Florida Bicycle Association, a statewide nonprofit working to make Florida safer and more accessible for people who want or need to bicycle. Under Kelly’s leadership, the Florida Bicycle Association has strengthened its role in advocating for smarter public policy, safer street design, and expanded educational programs to reach students, drivers, and communities across Florida. A longtime advocate for healthier, more connected communities, Kelly brings a background in environmental policy and civic engagement to her work. She lives in Winter Garden, where her grassroots efforts have transformed several local streets and earned her recognition as the 2021 Citizen Transportation Advocate of the Year by the Women in Transportation Seminar of Central Florida.

Bob Romig has over 40 years in transportation policy development and implementation. Before retiring in 2016, he was Executive Director of the Florida Transportation Commission and held key roles in the Florida Department of Transportation, focusing on planning and environmental policies. His initiatives significantly impacted Florida's transportation and planning. Previously, Bob worked with the Florida Department of Highway Safety and Motor Vehicles and the Florida House of Representatives Committee on Transportation. A Florida State University alumnus and avid conservationist, Bob is dedicated to preserving Florida's natural resources and enhancing its trail system.
